Scorpio prepares “the disciple for the first, second and third initiations. After the third initiation, its peculiar testing potency is no longer felt.” (EA 199) Even so, the fourth degree is ruled by the fourth ray, and bring buddhi powerfully into the life, as does fourth-ray Scorpio, powerfully resonant to the buddhic plane.

12.   Libra can be reasonably associated with the sexually-unitive, form-generating sacral center, and with the decision-making, force-balancing, triadally responsive ajna center. Libra has so much of the third ray (as do its rulers Uranus and Saturn, with Venus ruling Taurus, the sign of the throat) that throat center influence is to be expected. Libra can be connected be connected with the center at the base of the spine, from which stems the Sushumna—the “royal road” to Shamballa. (cf. EA 168)

  12.   Scorpio is correlated principally to the three sub-diaphragmatic centers, sub-ruled by Mars and Pluto: to the attracting and repelling, desiring, aspiring, solar plexus center; to the instinctually insistent, sexually-unitive sacral center; to the system-empowering, hindrance-destroying, will-impelling center at the base of the spine. Because the ajna center is ruled by fourth ray Mercury (from a point in time near the third initiation and following), and because Mercury is the hierarchical ruler of fourth ray Scorpio, Scorpio can be reasonably associated as an influence upon the drama of contrasting polarities staged in relation to the ajna center.
13.   The zodiacal signs influence the Monad of every human being (EA 411, 637, TCF 1191); the influence from Libra governs the ‘Path of Return”, by means of which the immersed Monad regains its originating source. (cf. EA 168) Libra also endows the Monad with power from the Dragon and Pleiades and ensures that the Monad performs its part in the balancing of planetary karma, for every Monad is a cell within the planetary Logos.

  13.   The zodiacal signs influence the Monad of every human being (EA 411, 637, TCF 1191); the influence from Scorpio is potent indeed, because the entire fourth manifested Creative Hierarchy (the Hierarchy of Human Monads) is ruled by Scorpio. Scorpio guarantees that the Monad will not remain trapped in immersion, but will conquer its apparent captor (lower matter), and, thus, achieve its proper function in relation to the buddhic plane as the mediating kingdom between the three higher and three lower manifested Creative Hierarchies.
14.   In relation to the Triad—it can be said that Libra (the ruler of the third manifested Creative Hierarchy—the Triple Flowers) rules the Spiritual Triad as a whole. Within the Triad Libra, transmitting constellationally (exoterically) only the third ray, and related to “super-mind”, is clearly influential in relation to the higher mind—higher manas. Libra and Saturn are also express through the atmic plane, and hence are related to the principle—atma—Spiritual Will. Not surprisingly, Libra “admits the soul” to Shamballa. Eventually, Libra, ruling the union of all polarities, will be shown to be related to buddhi as well.

  14.   In relation to the Triad—Scorpio (the sign in which that great exemplar of the first ray, Hercules, achieved his triumph) must be understood as having an influence  upon the first aspect of the Triad—atma, the spiritual will. Scorpio (esoterically during this world period) may well transmit the first ray. In Scorpio, the threefold Illusion is conquered, and, buddhi (the intuition) is the conqueror. Buddhi rules upon the fourth plane, and Scorpio transmits the fourth ray constellationally. Scorpio seems less related to higher manas, though it is a triple sign.

15.   In relation to the Solar Angel, and the soul-consciousness (and causal body) through which it expresses—Libra represents the skill, wisdom and power of the Solar Angel to supervise a balanced development in its personality. Libra is one of the major signs of karma, which the Solar Angel wisely administrates to ensure that the personality is eventually governed by the Law of Love.

  15.   In relation to the Solar Angel, and the soul-consciousness (and causal body) through which it expresses—Scorpio can be understood as the will of the Solar Angel to drastically purify its personality, when that personality has, at length, demonstrated its readiness for the process. Under Virgo, the personality has been consistently improved; under Scorpio, the Solar Angel (“a most efficient surgeon”—(DINA I 232)) reveals all obstruction to soul-infusion, and (with the help of its now desperate personality) sees to the removal of such obstruction.

16.   Within the Personality—Libra can be identified with the evaluative, judicial  and decision-making processes of the lower mental nature; with balancing and proportion-inducing processes within the astral nature; with the harmonizing of energy flows within the etheric nature; and, in general, with the energetic balance of the dense physical form. Libra has a special connection with the mental permanent atom. (EA 302) (The vehicular focus and its degree of prominence, depends upon the stage of evolutionary development.)

  16.   Within the Personality—Scorpio can be identified with the penetrative and controlling (EA 180) processes of the lower mental nature; with the intensely purgative and emotionally transformational processes of the astral nature; with the general power of the etheric nature (though emotional/mental battles can be devitalizing); and with the fortitude, hardiness and staying-power of the dense physical nature. (The vehicular focus and its degree of prominence, depends upon the stage of evolutionary development.)

17.   Stage of Meditative Consciousness: Contemplation. Libra—Contemplation—Life of soul and form is balanced. Neither dominates. Equilibrium. An interlude wherein the soul organises itself for battle and the personality waits. This is the probationary path. Duality known.” (EA 228)

This is the great star of initiation because our Hierarchy (an expression of the second aspect of divinity) is under the supervision or spiritual magnetic control of the Hierarchy of Sirius.” (EA 197) Initiation (Sirius) is transformation (Scorpio) “Scorpio is the great constellation which influences the turning point both in the life of humanity and the life of the individual human being. For the first time in the history of both mankind and disciples the energy of Sirius, pouring into the seven groups which form our planetary Hierarchy evokes a response.” (EA 198) “We come now to another triangle, the activity of which produces the manifestation of Hierarchy—the intermediary between Shamballa and Humanity: Scorpio, Sirius and Mars.”(EA 483)

1.   Libra transmits the third ray, constellationally.

  1.   Scorpio (like Virgo) is a triple sign, hence related to the third aspect (which it conquers) and to the third ray. Mars participates in the expression of a great third ray Entity (EPII 99) ; Pluto is related to the third ray through stealth and stratagem; Mercury is strongly related to the third ray and may well transmit it via the personality. (EA 280) Uranus, exalted in Scorpio, expresses the third ray. (EA 138, 200)

2.   Libra is the seventh sign of the zodiac on both the reversed and ordinary wheels and, hence, has numerical affinity with the seventh ray.

  2.   Uranus, exalted in Scorpio, transmits the seventh ray

3.   Libra is the sixth sign on the clockwise wheel, IF one begins counting with Pisces (which, at one point, the Tibetan does). This mode of counting relates Libra to the sixth ray.

  3.   Scorpio is the sixth sign of the zodiac on the ordinary (clock-wise) wheel, and hence has numerical affinity with the sixth ray. Mars, the exoteric and esoteric ruler,  transmits the sixth ray. Pluto, special ruler, has solar plexus associations (EA 78), hence, sixth ray associations.

4.   Libra is the second sign of the zodiac on the reversed wheel IF one counts in polarities (Aries-Libra, Scorpio-Taurus, Gemini-etc.). This mode of counting relates Libra to the second ray.

  4.   Uranus (exalted in Scorpio) is in line with a great second ray transmission of force from Sirius, and is also one of three planets (Uranus, Jupiter and Venus) which probably participate in the expression of a great second ray Entity (EPII 99)

5.   Libra, because of its oscillatory nature, may well have some subtle fourth ray associations—destined to emerge more in other world periods. Venus, too, seems to have the higher more harmonious part of the fourth ray associated with it. But there are no direct fourth ray connections linking these two constellations.

  5.   Scorpio transmits the fourth ray, constellationally. Counting by polarities (Aries-Libra-Scorpio-Taurus-etc., ), Scorpio is the fourth sign, hence resonant with the fourth ray. Mercury, the hierarchical ruler of Scorpio, transmits the fourth ray. Mars also seems to be associated with the lower part of the fourth ray—the conflict side. (Note the frequent Mars/Mercury associations, as, for instance, related to kundalini.

6.   Venus, exoteric ruler of Libra, is closely associated with the sixth ray (TCF 595), and probably transmits this ray monadically.

7.   Venus transmits the fifth ray.

  7.   Scorpio is the fifth  sign of the zodiac on the clockwise wheel—numbering from Pisces as one.  This gives Scorpio numerical affinity with the fifth ray.. Mars expresses the fifth ray in its relation to science and the five senses. (EA 215) Uranus has strong fifth ray associations through “exoteric science.” (EA 149)

This first ray association may emerge more definitely in a future world period.  Mars, the exoteric and esoteric ruler of Scorpio, transmits the first ray, because its “School” trains “those whose work is along the lines of the destroyer.” (TCF 1179). It is the first ray which is the Ray of the Destroyer. Pluto, a special ruler in Scorpio, is the “Lord of Death” and transmits the first ray. Uranus, exalted in Scorpio, is the “home of fire electric” and transmits the first ray, almost certainly monadically. (TCF 1154)

Between the Zodiacal Influences

A.   Both signs can be seen as related to the sacral center with the emphasis in Libra upon the balancing of Sacral energies and the emphasis in Scorpio upon the transformation of them.

But both signs can be highly indulgent with respect to the sacral center. These are therefore both signs of relationship and represent phases in the relationship of human being to human being, Libra indicating engagement and Scorpio the transformative power of relationship.

Both signs as well serve as a unit indicating the relationship between soul and personality. Balance is achieved between these two aspects of the self in Libra and the soul becomes dominant in Scorpio.

The higher type of Libran individual and the Scorpionic individual who can respond to the exaltation of Uranus in that sign both have strong transformational potential.

The energies of the sacral center and in general the lower energies can be redirected upwards and through Libra, the realm of the Spiritual Triad can be opened, especially the abstract mind. And through Scorpio the realm of Buddhi.

B.   Both signs could be considered associated with Karma and retribution. In Libra we find the balancing of the books and the exacting of justice and in Scorpio very much the theme of revenge and the higher correspondence of that revenge which might be called retribution. Libra is the insistence upon justice and Scorpio the furies which are agents of that justice.

Interestingly, Libra is associated with the four lords of karma and thus has a Sirian connection, and Scorpio as a major gate into Hierarchy has equally a Sirian connection as well as being ruled by the number four.

These signs are similar in that they determine very much the peace and war process. Libra is more admittedly a sign of peace and yet many generals involved in the acts of war are found with Libra powerful in their chart. Scorpio is a sign of war and yet its Ray brings harmony through conflict.  As Scorpio rules the human kingdom, it promises eventually that a kind of peaceful balance will be achieved.

Interestingly, the United Nations is ruled by Scorpio, United Nations day being found in Scorpio and many fourth Ray souls who are essentially peace makers are found working within that organization.

C.   So, they do form an important unit, the unit of war and peace and peace and war. From another perspective, they are both signs of conflict and duality is strong within them both. Though in Libra, we have more the balancing of the dualities and in Scorpio, the reconciliation of the dualities through the processes of conflict.

D.   Both are signs very sensitive to beauty, Libra through its Venus rulership and its innate harmonizing power and Scorpio through its relation to the fourth Ray and to the Buddhic plane which is essentially the plane of beauty, the mountain whereon form dies. Scorpio destroys the form in order to lead the consciousness into the realm of beauty.

Both signs are connected with important phases of human perfecting.

Libra, the seventh sign under Venus, brings the perfecting of the form, the ideal model. And such an ideal might be a reflection of the forms found on the abstract mental plane. And Scorpio, a sign much associated with ugliness in some ways, just as Libra is associated with beauty helps eliminate all ugliness from the system so that beauty may manifest.

E.      Both signs are particularly interested in relationship. Libra, in general, has a lesser degree of independence and therefore finds itself compulsively in relationships. Scorpio has more isolative independence and yet is irresistibly drawn into relationship which proves for many scorpions a necessary theatre for transformation.

F.      There is another strong relationship here between the deva kingdom and the human. With Libra representing the beauty of the Deva kingdom and its relationship to the third aspect of divinity. And Scorpio representing the human kingdom which progresses through destruction.

These two signs form a unit which involves the creation of beauty bringing it to the highest form possible and the subsequent destruction of that creation.

Another similarity is emphasizing the financial nature of these signs, for Libra we know rules (law, sex and money), and particularly distributes the third Ray of creative intelligence which is one of the major financial Rays.  As well it is the seventh sign, relating it to the seventh Ray, another financial Ray.

Scorpio, in its relationship to Taurus, is on the axis of desire and acquisition and is a major signs of financial manipulation and investment. This is accentuated perhaps through its co-rulership by Pluto, a planet of financial power as witness the meaning of the word plutocracy.

Both signs therefore are signs in which values are carefully examined. The power of Libra to evaluate and assess is well known and Scorpio often focuses upon the contrast between the essential and the non-essential, that which must be kept and that which can be thrown away.

Both signs, therefore, have much to do with the principle of desire. This can be seen in their relation to the sacral center, the number of petals of the sacral center being six and six being the number of the solar plexus center, the number also of the sixth plane or the plane of desire, the astral plane.

So frequently desire is turned toward the not self and in both of these signs, the turning of desire toward the not self in relationship, that is, relating to the not self is a powerful dynamic.

Perhaps it might be said that in relating to others a true sense of values is developed. Issues of love and money are found in both signs and in both signs the lesson is learned to use the third aspect of Divinity in a loving manner that is related to the second aspect of Divinity.

G.   Both signs can also be seen closely related to the principle of personality. With Libra we would have the balancing point which personality occupies between the three lunar lords and the solar angel.

The consciousness stands midway between the Sun and the Moon and between Spirit and Matter. With Scorpio, we would find the personality as the synthesis of the rebellious lunar lords and as the ultimate dweller on the threshold which is the major opponent of the Solar Angel.

Interestingly it is at the fourth initiation ruled by Scorpio in some measure, that the entire personality ruled by the number four and considered the dweller, is finally faced. It can be seen that there are many aspects of the human constitution with which the various signs of the zodiac are importantly affiliated.
