11.   Libra can be reasonably associated with the sexually-unitive, form-generating sacral center, and with the decision-making, force-balancing, triadally responsive ajna center. Libra has so much of the third ray (as do its rulers Uranus and Saturn, with Venus ruling Taurus, the sign of the throat) that throat center influence is to be expected. Libra can be connected be connected with the center at the base of the spine, from which stems the Sushumna—the “royal road” to Shamballa. (cf. EA 168)

  11.   Capricorn can be reasonably associated with the clear-seeing, forcefully-penetrating, powerfully directing ajna and brow centers, and the ‘dominating’, all-controlling crown center. Capricorn must be connected to the magically materializing throat and sacral centres via the third and seventh rays (resonant to both centers). The humility-inducing centers at the knees are also indicated. Also associated with Capricorn are the central “jewels” in all the chakras.

12.   The zodiacal signs influence the Monad of every human being (EA 411, 637, TCF 1191); the influence from Libra governs the ‘Path of Return”, by means of which the immersed Monad regains its originating source. (cf. EA 168) Libra also endows the Monad with power from the Dragon and Pleiades and ensures that the Monad performs its part in the balancing of planetary karma, for every Monad is a cell within the planetary Logos.

  12.   The zodiacal signs influence the Monad of every human being (EA 411, 637, TCF 1191); the influence from Capricorn causes the Monad (even in immersion) to be guided by Shamballic and Logoic Law. There are lines which the Monad may not cross as it ‘super-vises’ its own Self-extension. It must leave its fragment ‘free within limits’; free-will (of a relative kind) must not be violated. The initiatory power, flowing through Monad from Capricorn, endows the Monad-in-extension with the power to face every obstacle and re-ascend to its source. This re-ascent is initiation.

13.   In relation to the Triad—it can be said that Libra (the ruler of the third manifested Creative Hierarchy—the Triple Flowers) rules the Spiritual Triad as a whole. Within the Triad, Libra, transmitting constellationally (exoterically) only the third ray, and related to “super-mind”, is clearly influential in relation to the higher mind—higher manas. Libra and Saturn are also express through the atmic plane, and hence are related to the principle—atma—Spiritual Will. Not surprisingly, Libra “admits the soul” to Shamballa. Eventually, Libra, ruling the union of all polarities, will be shown to be related to buddhi as well.

  13.   Within the Triad—Capricorn is most associated with atma (first triadal aspect) and higher manas (third triadal aspect). Capricorn transmits the first ray which relates it to the will and law emanating from the atmic plane. Capricorn transmits the third ray, as well, which relates it not only to higher manas but, again, to atma, for the atmic plane is the third systemic plane, and is a plane of both law/will and mind—the atmic mind—God’s mind as directly expressive of God’s will/law. Capricorn is less related to buddhi, though it is the sign admitting (via hierarchical Venus) into the buddhic dimension known as Hierarchy.
14.   In relation to the Solar Angel, and the soul-consciousness (and causal body) through which it expresses—Libra represents the skill, wisdom and power of the Solar Angel to supervise a balanced development in its personality. Libra is one of the major signs of karma, which the Solar Angel wisely administrates to ensure that the personality is eventually governed by the Law of Love.

  14.   In relation to the Solar Angel, and the soul-consciousness (and causal body) through which it expresses—Capricorn can be understood as the will of the Solar Angel to master its personality, through total soul-infusion leading to transfiguration and subsequent crucifixion. Karmic confrontation with residual darkness is enforced from ‘above’, and the power to transcend matter bestowed. The will aspect of the Solar Angel is strongly asserted, leaving the responsive personality no choice but elevation. (cf. EP II 174)
15.   Within the Personality—Libra can be identified with the evaluative, judicial  and decision-making processes of the lower mental nature; with balancing and proportion-inducing processes within the astral nature; with the harmonizing of energy flows within the etheric nature; and, in general, with the energetic balance of the dense physical form. Libra has a special connection with the mental permanent atom. (EA 302) (The vehicular focus and its degree of prominence, depends upon the stage of evolutionary development.)

  15.   Within the Personality—Capricorn can be identified with the concretizing, regulatory and disciplining processes of the lower mental nature; with processes which focus, control and deepen the astral nature; with organizational and co-ordinative processes within the etheric vehicle; and the with maintenance and survival of the dense physical vehicle—of which Capricorn represents the density. (The vehicular focus and its degree of prominence, depends upon the stage of evolutionary development.)

  1.   Expressive primarily of the first and third aspects of divinity. “CAPRICORN. This is the constellation by means of which comes the conquering will which releases from form life and initiates the man into the kingdom wherein the will aspect (not the soul aspect) of divinity expresses itself.” (EA 620) Capricorn is the major transmitter of the seventh ray which is related to the first aspect. “The seventh ray is, in the last analysis, the focussed differentiated energy of Ray One as it expresses the will of the first aspect of divinity on earth…” (EA 138) “the third and fifth rays work pre-eminently through this sign, embodying the third major aspect of divinity, active intelligence plus that of its subsidiary power, the fifth Ray of Mind.” (EA 164)

2.   Related cosmically to the Pleiades. “Libra—is related to and transmits the potencies of the Pleiades.” (EA 349) Libra is also related to the Dragon and the Dragon to the Pleiades. “The adepts who choose this Path are called esoterically the ‘beneficent dragons,’ and the energy with which they work and the stream of living force upon which they are found emanates from the constellation of the Dragon, working through the zodiacal sign Libra.” (TCF 1245) D.K. speaks of the  “…buddhic force, which is transmitted via the Seven Sisters or the Pleiades from a constellation called the Dragon…” (TCF 1162) Libra is related to one of the stars in the Great Bear. (A triangle?—Mizar-Libra-Sun?) (R&I 404)

  2.   Related cosmically to the Pleiades. “…from these three (The Pleiades, Capricorn, Mercury. A.A.B.) Man takes a nature which is his today. Son of the Mother, born from the tomb and showing after birth the light which he has taken from them all.” (EA 433, also 427-428) Capricorn is necessarily related to the Great Bear because, like Aries, and Leo, it transmits the first ray. (cf. EA 417) Capricorn, the “great sign of initiation” (EA 173) is almost certainly related to Sirius, “the great star of initiation.” (EA 197) Venus completes a triangle.

1.   Libra transmits the third ray, constellationally.

  1.   Capricorn transmits the third ray, constellationally. In addition, Capricorn is the third sign of the zodiac on the clockwise wheel, beginning number with Pisces. This numerical fact reinforces the relationship of Capricorn to the third ray. Saturn is the exoteric and hierarchical ruler of Capricorn and transmits the third ray monadically (EPI 421), and, probably, through its soul. Mars, exalted in Capricorn, participates as the astral body in the constitution of a great third ray Entity (EPII 99).

2.   Libra is the seventh sign of the zodiac on both the reversed and ordinary wheels and, hence, has numerical affinity with the seventh ray.

  2.   Capricorn transmits the seventh ray constellationally. Saturn has strong seventh ray associations through that fact that it is the “logoic physical permanent atom” in relation to the cosmic physical plane (TCF 406), hence strongly involved in the manifestation of the cosmic physical plane. As well, Vulcan is powerful in Capricorn (third decanate) and transmits the first ray.

3.   Libra is the sixth sign on the clockwise wheel, IF one begins counting with Pisces (which, at one point, the Tibetan does). This mode of counting relates Libra to the sixth ray.

  3.   Venus, the hierarchical ruler of Capricorn, transmits the sixth ray, probably monadically. (EA 595). Mars (exalted in Capricorn) transmits the sixth ray

4.   Libra is the second sign of the zodiac on the reversed wheel IF one counts in polarities (Aries-Libra, Scorpio-Taurus, Gemini-etc.). This mode of counting relates Libra to the second ray.

  4.   Venus, the hierarchial ruler of Capricorn, is “pure love-wisdom”, and hence, transmits the second ray. (EA 281)

5.   Libra, because of its oscillatory nature, may well have some subtle fourth ray associations—destined to emerge more in other world periods. Venus, too, seems to have the higher more harmonious part of the fourth ray associated with it. But there are no direct fourth ray connections linking these two constellations.

  5.   Capricorn is the fourth sign of the zodiac on the clock-wise wheel—hence, resonant with the fourth ray (especially through its rulership over ‘for-m’ and establishment). Venus, the hierarchical ruler of Capricorn, may have some higher fourth ray associations—harmony and beauty. Mars (exalted in Capricorn) is a major planet of conflict, so it is difficult not to think that Mars has some strong fourth ray association—perhaps within its personality vehicles. “The theme of that ray is "Harmony through Conflict" and it is the lower aspect of the ray energy, producing conflict which has hitherto controlled, and is climaxing now through the impetus of the new incoming Shamballa force.” (EA 328)

6.   Venus, the exoteric ruler of Libra transmits the fifth ray.

 

6.   Capricorn may, in some subtle matter, transmits the fifth ray (independently of its hierarchial ruler Venus). Ray 5.—Concrete Knowledge or Science, under the influence of Capricorn, focussed through Venus, which will enable the man to take initiation.” (EA 357) Also, “Capricorn is an earth sign and because the third and fifth rays work pre-eminently through this sign, embodying the third major aspect of divinity, active intelligence plus that of its subsidiary power, the fifth Ray of Mind. These pour through Capricorn to Saturn and to Venus and so reach our planet, the Earth.” (EA 164) Note the word, “through.” Venus, of course, is the hierarchical ruler of Capricorn, and transmits the fifth ray. Saturn is associated with the concrete mind (concretion pertains to the fifth ray). Mars, exalted in Capricorn, rules “science” and the “five senses) (EA 215) and, therefore, is related to the fifth ray, transmitting it, conceivably, through its Monad.

7.   Venus, exoteric ruler of Libra, is closely associated with the sixth ray (TCF 595), and probably transmits this ray monadically.

8.   Venus “pure love wisdom” can be considered as transmitting the second ray. (EA 281)

9.   Venus, especially in Libra, seems to have some connection to the harmony and beauty aspects of the fourth ray. These are the “higher” aspects of this ray, just as Mars is related to the lower aspects of the fourth ray.

Capricorn is also the tenth sign on the reversed wheel, hence numerologically associated with the number one and, by numerical affinity, with the first ray. Saturn, the exoteric and esoteric ruler, is a strong transmitter of the first ray. (EA 450, 621). Mars, exalted in Capricorn, teaches “those whose work lies along the lines of the destroyer”, hence must transmit the first ray. (TCF 1179)

 Similarities and Points of Cooperation
Between the Zodiacal Influences

A.   Both of these signs are upon the cardinal cross and are therefore concerned with the major syntheses of life. Libra concerned with all relations and with the harmonizing of all relations and Capricorn concerned with the hierarchical organization of all entities.

Both are signs associated with the law, Libra with legislation and the determination of law according to the principles of justice and fair play and Capricorn associated with the enforcement of that law with law as the ruler of society.

Both signs consequently are closely associated with karma and with the four lords of karma. The great and universal law of equilibrium is governed by Libra and any violation of that equilibrium induces karma. Capricorn is associated with the mountain of karma which must be overcome.

There is a powerful Shamballic association with both signs. Libra with Aries rules the road into Shamballa and Capricorn is associated with Shamballa as the apex of the pyramid of planetary power. The Ancient of Days stands at the cap stone of the pyramid and the Ancient of Days must be strongly conditioned by this great sign of initiation which governs all ancient and venerable entities, namely Capricorn.

As well, Libra is the sign of peace and Shamballa is the center of true and perfect peace upon our planet. While we do not see the first Ray being distributed directly through Libra, we do see Saturn and Uranus as two of its rulers strongly distributing that first Ray.

Clearly the Sushumna channel leading from the base of the spine to the top of the head is the royal road of power ruled by Libra.

B.   Both signs are ruled strongly by the third Ray of active intelligence which places them strongly in association with the matter aspect and Libra we could say is involved with the harmonization of the material element with the spiritual element and Capricorn with the enforcement upon the material element of the fixed intention of Spirit.

Both signs, it could be said are concerned with propriety of relationship. Libra within a social context and perhaps the context of partnership and Capricorn in a larger context, an organizational context. But there is rectitude and morality in the consideration of the natives of both signs. So that which is appropriate is their major consideration.

In the early Libran, there is a great deal of spontaneity which is not the case with the early experience of Capricorn, but as the Libran continues to develop, Saturn becomes stronger and stronger in the experience and ring pass nots of appropriate action are constructed. Contrarily, greater and greater freedom and expansion is vouched safe (assured) to the Capricornian individual.

C.   So in terms of similarities, there is a definite Saturnian connection, Saturn being the orthodox and esoteric ruler of Capricorn and the hierarchical ruler of Libra. Therefore the goal of the purpose of Saturn can be seen as expressed through the most advanced Librans. Capricorn and Libra are also drawn into relationship via the planet Venus which is the orthodox ruler of Libra and the hierarchical ruler of Capricorn.

The development of beauty is therefore a paramount concern in both signs. The beauty has more a human face in the sign Libra and perhaps a more spiritual or solar face in the sign Capricorn. But clearly both signs are powerful in promoting the work of the Solar Angels who are concerned with the spiritualization of matter. In Libra, man is lifted out of the animal condition and through the processes of refinement, turned into a human being. In Capricorn, the human being is changed into a solar being and becomes a living soul in consciousness and in fact.

D.   Both signs do connect with the spiritual will and with the atmic plane for Libra is associated directly with the third plane or atmic plane from which the power of Spiritual Will emanates. This atmic plane might be considered the major field of expression of the third of the manifested created hierarchies, the lesser builders, the triple flowers. And since the atmic plane is in many respects the plane of spiritual law, it would naturally be associated with Capricorn which is in a sense inescapably associated with Spiritual Will and with Shamballa.

E.      So, these are both signs of structure and of sanctified and formalized relationship. While certain factors of spontaneity can be found associated with Libra and even with Capricorn especially in the later days when the liberation of Spirit has begun to occur, the power involved in these signs imposes boundaries upon the lunar nature of man. For Venus is the great redeemer of the lunar nature and its mission is to redeem the compound of earthly and lunar substance upon this planet and Saturn is the great discipliner of the lunar nature.

So it can be seen that these two signs give discipline and structure and boundary, ring-pass-nots to the human animal. There is a concept that one must not trespass into the sphere of one's brother and this concept is well supported by the energies of both of these signs.

F.       On a more mundane level, Libra and Capricorn can be seen as associated with the science and art of architecture which is an expression of right relationship through the materials of the third aspect, the materials of earth. There is much of the seventh Ray connected with both of these signs.

Interestingly, the seventh Ray country Sweden is powerfully represented by a Capricornian sun sign and a Libran rising sign. Capricorn, after all, is the sign through which the seventh Ray principally reaches our solar system and Libra is the seventh sign in the zodiac and therefore by numerical resonance confers the seventh Ray.

As well, Saturn and Uranus are active in this pair, Uranus in Libra and Saturn in both. And both confer the seventh Ray. The seventh Ray is the Ray of accurate arrangement and one might say exactitude in relationship and hence right relationship.

Both of these signs therefore confer the power to create a form of relationship which is right, true, exact and conforming to a higher pattern in the heavens. There is much in them both that relates to the materialization of the divine pattern.
